The Speaker of Parliament, Hon. Sir Alden McLaughlin, notified Members of Parliament (MPs) that the Third Meeting of the 2023-2024 Session will commence at 10:00 a.m. on Monday, 26th February, 2024.
The Standing Business Committee will meet on Wednesday, 21st February in order to confirm the order of business for the meeting. This may include several Bills, Parliamentary Questions, Annual Reports and Financial Statements, and Motions.
MPs are required to submit Parliamentary Questions to the Office of the Clerk by end of business day on 15th February. Similarly, any Government Motions or Private Members’ Motions are to be submitted by 5:00 p.m. on 19th February.
Several Bills were deferred from the last Meeting of the House, namely the Consumer Protection and Guarantees Bill, 2023, the Civil Proceedings (Closed Material Procedures) Bill, 2023, and the Merchant Shipping Bill, 2023. In addition, the Local Companies (Control) (Amendment) Bill, 2023 was gazetted on 15th December 2023.
Any new Bills must be gazetted by 26th January in order to be eligible for consideration at the Third Meeting, in accordance with Section 77 (2) of the Cayman Islands Constitution Order (2009).
As of 23rd January, two Government Motions have been submitted to the Clerk for the Business Committee’s review, including a “Motion to Establish a Fuel Review Select Committee” that was submitted by Hon. Johany Ebanks, MP. If put onto an Order Paper and passed, the motion would result in only the second Select Committee in recent Parliamentary history; the first was the Select Committee on the Gambling (Amendment) Bill, 2022.
The other Government Motion received so far is the “Public Management and Finance Act (2020 Revision) – Issuance of a Deed of Indemnity to the Board of Directors of Cayman Airways Limited”, which was submitted by Hon. Kenneth Bryan, MP.
House documents, including the Business Paper, Motions, and Bills, will be made available this week on the Parliament’s website at parliament.ky.
